Library Overview
The Kasturba Medical College Central Library in Mangalore was established alongside the college in 1953. Initially located on the second floor of the College Main Building, the library was moved to an independent building in 2001.

Administration
The Library is managed by a qualified Chief Librarian, who is supported by a Selection Grade Librarian and another Librarian. Assisting them are two Deputy Librarians and thirteen support staff members who handle the daily operations of the library. These staff members ensure that users have access to the reading/research materials they need.
Location
The Central Library is situated in the KMC, Mangalore Light House Road building and Basic Science Library situated in Basic Science Campus Bejai, users can navigate to various areas of the library, as outlined below:
Floor Plan
The Central Library is stretching on 3 levels. The organization of the various levels is given below:
- Basement:
Chief Librarian, Librarian (Selection Grade) office, library office, digital boards (smart TV), circulation (issue and return) section, self-check-out/in kiosk, reference counter, reading hall UG, Journal and Back Volume Section, Internet Sections and photocopying section.
- Level – I:
Librarian Office, security desk, property counter, notice boards, PG reading hall and Medical Sciences PG Books and Thesis.
- Level – III:
Dental PG Section, Pg reading hall, group study area.
Rules and Regulations
The library rules and regulations are as follows:
- All students must swipe their institution identity card at the access control door each time they enter the library.
- Bags, briefcases, handbags, parcels, and other receptacles are not allowed inside the library. These items should be left at the property counter, but users are advised not to store valuable items there. The library is not responsible for any loss or damage to items left at the counter.
- All users leaving the library must present any books, folders, papers, or other items they are carrying at the security counter, regardless of whether they belong to the library. Users may also be asked to open any containers they have for inspection.
- All library materials should be handled with care.
- Conversations and group studies are allowed only in designated areas.
- Do not mark or rearrange library furniture. Feet should not be placed on chairs or tables.
- Reserving seats with belongings is not permitted, and personal items should not be left unattended.
- Report any loss or damage to borrowed materials immediately; users must pay for replacements.
- Eating, drinking (except water), smoking, sleeping, and loud talking are not allowed.
- Mobile phones must be silent or turned off.
- Users must behave appropriately, avoid damaging library property, and not disturb others.
- Copyright laws must be strictly observed when making copies of library materials.
- Computers are for educational use only, and internet access is for reference purposes. Accessing unauthorized sites, playing games prohibited.
- Users should not alter the settings on library computers.
- All users must adhere to the university dress code when visiting the library.
- Users must vacate the library by the designated closing time upon hearing the alarm bells.
- Sitting on staircases, corridors, or in lobby areas is strictly prohibited.
- Persons making use of the library shall observe the regulations and general rules of good behaviour as set forth by the college and/or university. Public display of affection in any form is banned in the library premises.
- Notices, handouts, or related materials may only be displayed in the library with the Librarian's permission and in an approved manner.
The rules and regulations mentioned above will be reviewed periodically. Failure to follow these guidelines may result in the suspension of library privileges and could lead to disciplinary action from the Institution or University.
Collection
The Central Library is committed to providing both physical and virtual access to a diverse range of resources, including books, journals, databases, and other materials for students, faculty, and researchers. Our library features a comprehensive collection in key areas such as Medical Sciences, Dental Sciences, and Allied Health Sciences. This collection primarily consists of books, theses, current and back issues of journals, CDs, online databases, e-books, and various other educational resources. Users can access online materials through the campus network or remotely via OpenAthens Single Sign-On (SSO) using their Office 365 login credentials (either learner.manipal.edu or manipal.edu).
The book collection is systematically organized on shelves, while back volumes of journals are arranged alphabetically. Current journal issues are displayed by subject on periodical racks.

Cataloging
The availability of library materials - books, journals, back volumes of journals, and CDs purchased and available in the library- can be checked through the library’s online catalog, the OPAC.

Library Users
The use of the Health Sciences Library has enabled to academic Faculty, Students, and researchers of the following numerous departments and institutions within MAHE, including:
- Kasturba Medical College, Mangalore
- Manipal College of Dental Sciences, Mangalore
Further, the Library enrolls the following types of memberships:
Other than MAHE Students/Researchers/Faculty- Charges will apply according to the terms and conditions, subject to the approval of the Dean of KMC Mangalore.
Spouse/Children of MAHE teaching and non-teaching staff members- No Charges, terms and conditions applicable, subject to the approval of the Dean of KMC Mangalore.
Spouse/Children of MAHE Postgraduate Students- Charges will apply according to the terms and conditions, subject to the approval of the Dean of KMC Mangalore.
Alumni of Health Science Institutions of MAHE- No charges will apply for up to 7 days; after that, fees will be applicable according to the terms and conditions, subject to the approval of the Dean of KMC Mangalore.
Retired faculty of MAHE-Health Science Institutions- according to the terms and conditions, subject to the approval of the Dean of KMC Mangalore.
The members enrolled under the above category are eligible for access to the following library facilities:

Circulation (Issue and Return)
Books are available for borrowing to Interns, Postgraduate Students, Research Scholars, and Faculty Members. Please note that reference books, bound and unbound journals, audio-visual materials, and CDs are for in-house use only.
To facilitate borrowing, user profiles are created in the library software, and a borrower’s card is issued or activated using the RFID card provided by the institution at the RFID workstation. Books can be borrowed for 15 days by Interns, Postgraduate Students, and Research Scholars, while Faculty Members may borrow books for 30 days. Extensions may be granted if there is no demand for the item from other users.
All borrowed materials must be returned on or before the due date. Additionally, all postgraduate students are required to return any borrowed books before appearing for university examinations.

**Library Circulation Rules and Regulations:**
1. Borrowers must present their library card each time they visit to borrow books.
2. Only books can be borrowed; other materials are not eligible for circulation.
3. The library card is non-transferable and must only be used by the registered borrower.
4. Borrowers are responsible for any damage to or loss of borrowed books.
5. Books must be physically brought to the circulation counter for renewal.
6. Borrowed books must be returned by the due date.
7. Any delay in return of the Borrowed Book shall attract a penalty. The charges are as follows: after due date up to 5 days it will be Re.1/ day and after five days from 6th day onwards it would be Rs.5/-day per book. Failure to comply with requests from library staff for book returns, as well as chronic defaulters, may result in strict disciplinary measures (including the termination of borrowing privileges) as determined by the Library Committee.
8. If any book is either damaged or lost by the borrower, they will bear the cost of the book as per current cost of the book irrespective of the edition.
9. Issue of books to Departmental Library will be made on a requisition form duly signed by the Head of the Department.
10. Books will only be reserved if there are existing reservations

A suggestion box has been placed at the Basement Level to collect valuable feedback and suggestions from library users for improving our current services. Users are also encouraged to share their thoughts and feedback through the 'feedback' form or link available on the library's webpage.
- If you have a grievance against any library staff member, please submit your complaint in writing to the senior librarian (names are posted inside the library).
- If you have a grievance against a senior librarian, please address your complaint in writing to the Chairman of the Library Committee (the name is also displayed inside the library).
- Please note that anonymous complaints or grievances will not be accepted.
